frankly frustrating: Yet again, the mural of Frank Rizzo on the 900 block of Montrose Street has become the target for defacers. With calls to remove the statue of the South Philly native, who served as the city’s police commissioner from 1967 to ’71 and mayor from ’72 to ’80, from in front of the Municipal Services Building, this Ninth Street Italian Market act of vandalism intensifies the discussion on Rizzo’s legacy. ■
