A local faces animal cruelty charges after dozens of Chihuahuas — plus two that were deceased — were removed from her home.
Passyunk Square residents are beginning to breathe easier after more than 80 dogs were rescued from a home on the 700 block of Earp Street last week.
According to residents, the stench encompassed the entire block and locals have been calling several city agencies since last summer. However, the owner of the dwelling allegedly refused entrance into the home without a warrant.
The Pennsylvania Society for the Prevention of Cruelty to Animals executed a search warrant to enter the home at 739 Earp St. around 6 p.m. July 14.
There, humane law enforcement officers rescued 85 Chihuahuas and Chihuahua mixes in addition to two cats, according to a press release from the PSPCA. Two dead dogs also were discovered inside the home.
All the animals will be evaluated at PSPCA headquarters and available for adoption at a later date. Charges to the owners are pending medical evaluations, but could include citations for unsanitary conditions, lack of veterinary care and potential misdemeanor charges for animal cruelty.
“Situations like this go above and beyond a case of someone simply having more than the typical number of pets,” PSPCA’s Director of Law Enforcement George Bengal said in a press release. “Hoarding is a problem that affects not only animals, but people in every community in this country.”

A sign posted by the city’s Department of Licenses and Inspections on the door of 739 Earp St. instructed for the removal of debris and animal waste and deemed the residence “unfit for human habitation.” The alleged owners Richard and Franny Rotunda — the latter who, according to residents, is believed to be a former Chihuahua breeder — were forced to vacate the property prior to midnight July 15, according to the sign.

“I'd really like the city to find a more efficient way to deal with this type of nuisance.
The residence at the end of the 1100 block of Annin Street, near 12th, stinks up the whole end of the block by exhausting heavily pet-waste-scented air into the street. Of course, it attracts flies, too. And it gets worse every year. PSPCA never returns our calls.
How many years of ignored phone calls to various cities agencies do we have to endure before action is taken?”

“I also live on this block and desperately want to have something done about this property. It is disgusting, unsanitary, and a health hazard. Families with children live on this block. I have called the city and have gotten no response and the problem is getting worse. Does it take a tragedy like Earp Street that ruins the lives of the neighbors and helpless animals to get something done? What are they waiting for? Who else do I call?”

“@annin street residents: my co-worker knows a lot of people high up in the city and does a lot of community work helping people in situations like these. 2 days after she blogged about the house on Earp St it got raided, i bet she would write a blog about this too if you tell her what is going on. her e-mail is leilathegoodrat@yahoo.com, its too early for me to call her but i bet if you told her what was going on she would put it on her blog and send the info out to people who can help like she did with the earp st house.”
