Timothy Highsmith
An alleged West Passyunk shooter has been apprehended for allegedly killing a man near his home.
Police arrested Timothy Highsmith, 25, of the 1900 block of 19th Street and charged him with murder and possession of an instrument of crime at 5:20 p.m. Oct. 25 at Police Headquarters, 750 Race St., according to police and court records. He is being held without bail.
Highsmith has been accused of slaying Willie Scott, 40, of the 2300 block of Mountain Street at 6:57 a.m. Oct. 20 during an argument (“Investigation pending,” Oct. 25), according to police. He was pronounced dead at the scene 10 minutes after police arrived.
